Call for Papers
The 2025 IEEE Connecting the Unconnected Europe, Middle East, and Africa Regional Summit (CTUS-EMEA) will be held for the first time in Nigeria at Baze University, Abuja, on November 27-28. Under the theme "Bridging Digital Frontiers: African Solutions for Universal Connectivity," this pivotal summit to catalyze inclusive digital growth across the continent. The program features five core tracks: Infrastructure and Technologies, Policy, Regulation, and Financing, Rural and Community-Centric Innovations, Digital Transformation for Sectors such as eHealth and Agriculture, and Regional Cooperation for Cross-Border Initiatives. CTU Africa 25 is a premier forum for researchers, practitioners, and policymakers to share groundbreaking solutions and forge collaborations that will finally connect the unconnected and drive Africa’s digital future.

GUIDE TO AUTHORS
Two types of paper submissions will be accepted:
1. Scientific research papers (Full Papers)- mature results or completed research work and should not exceed eight (8) pages.
2. Industry reports or in-depth case studies – interim results, experiences, and perspectives, mainly for practitioners, and should be up to 3 pages in length, including a short reference section. Papers that meet IEEE standards, with SI not exceeding 20%, will be published in IEEE Xplore.
REVIEW PROCESS
- All submissions will be peer-reviewed by at least two independent reviewers.
- Criteria for evaluation include originality, technical contribution, clarity, and relevance to the conference themes.
- Accepted papers must be presented at the conference. No-show papers will not be submitted to IEEE Xplore.
PLAGIARISM, AI AND ETHICS
- Submissions must be original and not simultaneously submitted to another conference or journal.
- All papers will be checked for plagiarism using IEEE CrossCheck (iThenticate). Papers with a similarity index above 30% may be rejected without review.
- Authors are responsible for ensuring proper citation of prior work.
REGISTRATION AND PRESENTATION
- At least one author of each accepted paper must register for the conference at the author registration rate.
- Accepted and presented papers will be submitted for inclusion in the IEEE Xplore Digital Library (subject to IEEE quality review).
