Carissimi,

è giunta alla mia attenzione la notizia che si è interrotta la negoziazione tra le CRUI e IEEE per il rinnovo dell'IEEE Transformative Agreement, che consente alle Università italiane di accedere ad IEEEXplore - una risorsa indispensabile per il nostro lavoro. IEEE ha minacciato di bloccare completamente l'accesso alla risorsa a partire dal 15/2 (nonostante il nostro contratto preveda la possibilità di accedere comunque a tutti gli articoli pubblicati fino a fine 2024).

Credo che la nostra comunità debba fare pressione affinchè l'accesso non venga bloccato e le negoziazioni riprendano su base equa. A questo proposito ho preparato una lettera da inviare agli Editor-in-Chief delle riviste SPS, al presidente del Publications Board di SPS e al presidente di SPS per denunciare la situazione. Sarebbe bene che la lettera fosse accompagnata dal maggior numero possibile di firme. A questo scopo, se siete d'accordo che il vostro nome sia incluso nell'elenco dei firmatari, vi chiederei di compilare questo brevissimo Google Form al link sotto entro domani, sabato 15 febbraio alle 18. Mi rendo conto che la scadenza è brevissima, ma lo è anche il preavviso con cui siamo venuti a conoscenza di questo problema e soprattutto della sua estensione. Spero che la nostra comunità sia compatta nel portare le nostre istanze verso IEEE.

Subject: IEEE Transformative Agreement

I am writing in my role as the chair of the IEEE SPS Italy Chapter, and I would like to bring to your attention the following problem related to access to IEEEXplore. This letter is endorsed by a large part of the Italian signal processing community; the full list of signees is at the end of this letter.

For several years and until now, research personnel in Italian universities has received access to IEEEXplore through a contract (“IEEE Transformative Agreement”) negotiated between IEEE and the Conference of Italian University Rectors (CRUI).

We have recently learned that the negotiations between IEEE and CRUI for the contract renewal have been interrupted, and that consequently, as of Feb. 15, 2025 research personnel of Italian universities may not be able to access IEEEXplore any more. It is obvious that this is going to very negatively affect the Italian scientific community – the same community that has contributed so many articles that have helped over the years consolidating IEEEXplore as a major scientific resource. We kindly ask you to bring this very important problem to the attention of IEEE, asking that the negotiation be re-opened and access to IEEEXplore still granted, and that the negotiation be conducted on the basis of fair and equitable terms.
